Topic of this consultation
This consultation seeks views on proposed regulations amending the Community Infrastructure Levy (CIL) Regulations 2010 (as amended) to introduce a new, time-limited relief from borough level CIL for certain qualifying developments in Greater London.
Scope of this consultation
The Ministry of Housing, Communities and Local Government is seeking views on proposed regulations to implement a time-limited relief from CIL to support housebuilding in London. The proposed relief was announced as part of the Homes for London emergency package in October 2025.
The following documents have been published alongside this consultation:
- a proposed Statutory Instrument (“the proposed regulations”)
- a draft pro forma for applicants to submit viability information and an accompanying statutory declaration
This consultation should be read in conjunction with these documents, which frame the Government’s proposed approach to implementing the relief. The Government welcomes feedback on these proposals. Your views will help shape any final decisions on the design and operation of the relief.

Impact assessment
The Community Infrastructure Levy does not fall within the requirements for regulatory impact assessments.
