Planning powers for mayors in England Consultation

Overview

This consultation seeks views on the implementation of planning powers for mayors of strategic authorities in England. 

Scope of this consultation:  

This consultation seeks views on the implementation provisions in the English Devolution and Community Empowerment Act 2026 for:

  1. Mayoral powers in relation to planning applications of potential strategic importance, this includes the approach outside of London and further changes to the Mayor of London’s current powers;
  2. Mayoral Development Orders; and
  3. Mayoral Community Infrastructure Levy for mayors outside London

Separately, it also seeks views on changes to the secondary legislation for Local Development Orders (part 4).
