Development Management Funding 2025/6: Baseline Monitoring Survey
Overview
In March 2026, the government awarded over £9 million in development management funding to help local planning authorities with high economic growth potential and the highest volumes of major residential schemes at the post-outline stage to accelerate these applications through the system so they can, if granted, go on to deliver homes more quickly.
This included over £6 million awarded to 62 local planning authorities and £3 million awarded to the Greater London Authority (GLA) to support London Boroughs that met our eligibility criteria for development management funding, and to provide wider support to implement the emergency package of measures for London, announced on 23 October 2025.
This also included funding to some of those local planning authorities within AI Growth Zones and the Oxford-to-Cambridge Growth Corridor.

Why your views matter
Funding was awarded to local planning authorities that met the following criteria:
- local planning authorities that, as of November 2025, had over 1,000 units pending a decision, spread across 10 or more applications. This was based on Glenigan data on applications for full permission or reserved matters approval involving major development (10 or more units), submitted between 1 April 2022 and 31 March 2025; and/or
- local planning authorities that are located within an AI Growth Zone or the Oxford-to-Cambridge Growth Corridor.
We will be monitoring how funded authorities are spending their award, and the impact that it is having on their development management services. This monitoring — alongside our sector-wide user research — gives MHCLG a detailed, up-to-date understanding of system pressures and what further support may be needed as reforms progress.
In order to establish a monitoring baseline, funded authorities are required to complete the following questionnaire. The deadline for submitting your response is 5pm on Friday 26 June.
We will then ask you to complete a monitoring questionnaire 6 months and 12 months after you received your award (in September 2026 and in March 2027).
Please note that if your local authority is located within an AI Growth Zone or the OxCam corridor, you may be contacted separately and asked to meet with us so we can gather some additional qualitative information.
