High Street Rental Auctions Technical Consultation
Overview
As part of policy development, we committed to consult on further details for secondary legislation, that will set out how the auction process will work and what the leasing framework will be (including the terms of a standardised lease).
The purpose of this consultation is to seek views on policy options for the auction process, the standardised leasing framework (composition and how clauses may operate), the spreading of costs of the High Street Rental Auction process, the application of Minimum Energy Efficiency Standard requirements, and new Permitted Development Rights to enable change of use, where necessary.
The consultation document on gov.uk contains all the necessary information for you to complete the High Street Rental Auction consultation. It should be read prior to, or alongside, completing your consultation response.
We are consulting on several areas of policy. The consultation covers:
- the auction element of the High Street Rental Auction process.
- the standardised lease (including agreement for lease and lease).
- the costs of running a High Street Rental Auction.
- the disapplication of Minimum Energy Efficiency Standards within Energy Performance Certificate requirements.
- Permitted Development Rights.
Following consultation, these details will be developed and laid out in secondary legislation.
What happens next

we will:
