Social Housing Tenant Service Charges
Overview
The Leasehold and Freehold Reform Act 2024 (‘the Act’) introduces a range of measures to improve home ownership for millions of leaseholders in England and Wales, including increasing the transparency of fixed and variable service charges.
On 4 July 2025, the government published a consultation seeking views on how to implement these new requirements through secondary legislation. This consultation also sought views on possible further reform, and Section 3.4 asks a series of questions (Q146 - Q148) regarding the protections offered to leaseholders and tenants with fixed service charges.
To complement the information received in answer to these questions, this survey seeks input from both private registered providers (PRPs) and local authority registered providers (LARPs) to develop the Department’s understanding of their service charge arrangements for tenants.
For LARPs we are particularly interested in any pooling arrangements you may operate, as well as the information you currently provide to your tenants about the make-up of their service charges.
The questions in this survey should not be interpreted as confirming the outcome of the consultation, or any aspects of the Act’s implementation
