Improving the Energy Efficiency of Socially Rented Homes in England

Closes 10 Sep 2025

Opened 2 Jul 2025

Overview

This consultation seeks views on the implementation of new Minimum Energy Efficiency Standards (MEES) for the social rented sector at Energy Performance Certificate (EPC) Band C or equivalent by 2030. It covers the following areas:

  • Setting a Minimum Energy Efficiency Standard
  • Addressing Implementation Issues
  • Longer-term Decarbonisation and Net Zero

There are 33 questions in total. Most questions are open to all respondents, but some are specifically aimed at social housing landlords, it will be indicated where this is the case.

These proposals should be considered in tandem with the consultation on a reformed Decent Homes Standard. A link to that consultation can be found below.

This consultation will last for 10 weeks from Wednesday, 2 July 2025 to 11:45pm on Wednesday, 10 September 2025.

Why your views matter

People living in energy inefficient homes in the social rented sector (SRS) are more likely to experience fuel poverty compared to those living in other housing sectors. We are considering options to make homes easier to heat, tackle fuel poverty and lower carbon emissions. We are seeking stakeholder views on the approach to the new SRS standards.
