Local Plan Implementation Funding
Overview
The government has announced a minimum of £14 million of funding to support local authorities with local plan-making. This funding is in addition to the £29 million of funding awarded in January and March 2025.
This new funding will be available to eligible authorities producing plans in both the legacy and the new plan-making systems.
Legacy System Plan Funding

Authorities plan making in the legacy system who are considered eligible for this funding have been informed via email to their Chief Executive. These authorities are invited to complete this expression of interest form.
If you have not been contacted and consider your local authority may be eligible, you can complete the expression of interest form. Please ensure you provide details as to why you consider your authority to be eligible in your answer to question 7.
New System Plan Funding
You can find out more about the eligibility criteria for new system plans via the prospectus available here.
This funding is available to authorities willing and able to commence local plan-making early in the new system. To be eligible, authorities are required to commit to publishing their notice of intention to commence plan-making on or before 30th June 2026, and to publishing their Gateway 1 self-assessment on or before 31st October 2026.
An email has been sent to the Chief Executives of local authorities who will be required by regulations to meet these dates, inviting them to complete this expression of interest form.
All other authorities who intend to commence their new system plan by the dates set out above are also invited to complete this expression of interest form. Please ensure you provide details as to why you consider your authority eligible in your answer to question 11.
