Consultation on Proposals for Local Government Reorganisation in Hertfordshire
Overview
This statutory consultation seeks views on the proposals that the Ministry of Housing Communities and Local Government (MHCLG) has received following the Secretary of State’s invitation to councils in Hertfordshire to submit proposals for unitary local government for their area. The 3 proposals in this consultation were made by the following councils on 28 November 2025:
1. Hertfordshire County Council and St Albans City and District Council proposed 2 unitary councils. These would comprise the district areas of:
- West: Dacorum, Hertsmere, St Albans, Three Rivers and Watford
- Eastern: Broxbourne, East Hertfordshire, North Hertfordshire, Stevenage and Welwyn Hatfield
2. East Hertfordshire District Council, Three Rivers District Council and Watford Borough Council proposed 3 unitary councils. This includes a request to split existing district council areas between the proposed new councils. These would comprise the district areas of:
- West: Dacorum, Three Rivers and Watford, plus 2 wards from Hertsmere
- Central: Hertsmere less 2 wards, St Albans, and Welwyn Hatfield
- Eastern: Broxbourne, East Hertfordshire, North Hertfordshire and Stevenage
3. Broxbourne Borough Council, Dacorum Borough Council, Hertsmere Borough Council, North Hertfordshire District Council, Stevenage Borough Council and Welwyn Hatfield Borough Council proposed 4 unitary councils. This includes a request to split existing district council areas between the proposed new councils. These would comprise the district areas of:
- North West: Dacorum and St Albans
- South West: Hertsmere, Three Rivers and Watford
- Central: North Hertfordshire less 6 wards, Stevenage and Welwyn Hatfield less 1 ward
- Eastern: Broxbourne, East Hertfordshire plus 6 wards from North Hertfordshire and 1 ward from Welwyn Hatfield
