Consultation on Proposals for Local Government Reorganisation in Derbyshire and Derby
Overview
This statutory consultation seeks views on the proposals that the Ministry of Housing, Communities and Local Government (MHCLG) has received following the Secretary of State’s invitation to councils in Derbyshire and Derby to submit proposals for unitary local government for their area. The 5 proposals in this consultation were made by the following councils on 28 November 2025:
1. Derbyshire County Council proposed 1 unitary council comprising the current areas of:

Amber Valley, Bolsover, Chesterfield, Derby, Derbyshire Dales, Erewash, High Peak, North-East Derbyshire, and South Derbyshire

2. Amber Valley Borough Council proposed 2 unitary councils. These would comprise the current areas of:

Northern Derbyshire: Amber Valley, Bolsover, Chesterfield, Derbyshire Dales, High Peak, and North-East Derbyshire

Southern Derbyshire: Derby, Erewash, and South Derbyshire

3. Bolsover District Council and North-East Derbyshire District Council proposed 2 unitary councils. This includes a request to split existing district council areas between the proposed new councils. These would comprise the current areas of:

Northern Derbyshire: Bolsover, Chesterfield, Derbyshire Dales, High Peak, North-East Derbyshire plus 21 parishes from Amber Valley

Southern Derbyshire: Derby, Erewash, South Derbyshire plus 14 parishes from Amber Valley

4. Chesterfield Borough Council, Derby City Council, Erewash Borough Council, and High Peak Borough Council proposed 2 unitary councils. This includes a request to split existing district council areas between the proposed new councils. These would comprise the current areas of
