Consultation: Changing the way government allocates Disabled Facilities Grant (DFG) funding to local authorities in England

Closes 16 Sep 2025

Opened 22 Jul 2025

Overview

This government recognises how important home adaptations are in enabling disabled people to live as independently as possible in a safe and suitable environment. We have concluded a review of the way we allocate Disabled Facilities Grant (DFG) funding to local authorities in England to ensure funding for the grant is better aligned with local needs.  We are now consulting on a new approach and welcome responses from local authorities across the country as well as organisations and individuals with an interest.

The way government funding for the Disabled Facilities Grant  is allocated has not been updated since 2011. A 2018 independent review of the grant recommended that this should be reviewed and brought up to date. A new approach will better support local authorities to continue to meet their statutory duty to provide adaptations for people who qualify, and help ensure funding is better aligned with local demand so that more adaptations reach those who need them most.

This consultation fulfils government’s commitment set out in the Better Care Fund (BCF) policy framework 2025 to 2026 to review and consult on a new DFG allocations formula in 2025.
