Voter registration- Theory of Change pre-workshop survey

Overview

We are holding 2 online Theory of Change workshops on the 4th and 16th of September.  For context, a Theory of Change is a logic model used to help understand how a new policy, programme or process will translate planned activities to desired outcomes. Within the workshops we will discuss the leading ideas on how to improve registration. These are briefly described below:  

  1. Integrated registration using “Once”/Change of Address Service (via GDS): This option looks increasingly promising and focuses on capturing individuals who have registered to vote but not updated their details.
  2. Integrated Registration using other government services (e.g. DVLA or Student Loans Company): Exploring this in parallel with “Once” but may be dropped if “Once” is feasible. Valuable insights can be gained even if it’s not the final approach.
  3. Extending the Canvass Data Match then using assisted or direct registration for the unregistered: Targets the estimated 1.5 million eligible individuals who are not registered. May involve using DWP’s CIS database and Home Office data on nationality.

The Theory of Change developed over the workshops will later be used to measure the success of improving voter registration and evaluate the effectiveness of different forms of voter registration. Please visit this link for more information on Theory of Change. 

The first workshop will explore the desired outcomes of improving voter registration in terms of what we are trying to change/ achieve, and the second will work through the inputs and activities that will be needed to make this change.

To prepare for the workshops, we are asking you to spend 10 minutes on this survey to gather some initial thoughts and ideas.  We will use these ideas to develop a skeleton Theory of Change model which will be the basis of our workshops.
